When you start Amhrán is Fiche, the splash screen appears and you hear some music. Then the splash screen begins to shrink and just before it disappears altogether, this error appears:

You're getting this error because your computer is missing a file that Amhrán is Fiche needs. There is a program which will install this file. It is called ActiveX Control Pad, and it is distributed free by Microsoft. You can get Control Pad from the following link:

Copy the file SETUPPAD.exe to your computer.

Once it is copied, go the place where you copied it, and double-click on it to run the installation.

Follow the instructions on your screen during installation.

Once the program is installed, you should be able to run Amhrán is Fiche without any further problems. You don't actually have to use Control Pad in any way; by installing it, you have installed the files that Amhrán is Fiche needs.
